[edit] Purpose:
The Freestyle FIS TD Commissioner Program will:
- Create a framework for uniform education of Freestyle FIS Technical Delegates around the world;
- Improve the competency of Freestyle FIS Technical Delegates;
- Assist with improving National Federations’ Freestyle Technical Delegates and Officials training programs.
[edit] Structure:
The Freestyle FIS TD Commissioner Program will be led by a group of FIS “A” License Technical Delegates representing the major Freestyle regions around the world:
- Canada;
- United States of America;
- Central Europe;
- Scandinavia;
- Eastern Europe;
- Asia;
- Oceania (New Zealand and Australia).
One member from the FIS Freestyle Rules and Officials Subcommittee will chair the Freestyle FIS TD Commissioner Program.
[edit] Meetings:
The Freestyle FIS TD Commissioners will meet 2 times each year.
(A) Annually each spring prior to or/during the FIS Spring meetings or bi-annual Congress.
The purpose of this meeting will be to:
- Review Technical Delegate reports from the previous season.
- Identify any Jury and/or TD decisions requiring further investigation.
- Provide recommendations to the FIS Freestyle Subcommittee for Rules & Officials for changes to rules regarding TD roles and responsibilities, licensing and education.
- Review performance of Technical Delegates at FIS World Cups and Continental Cups from the previous season.
- Review list of FIS Freestyle TD upgrades.
- Recommend TD License upgrades to the FIS Freestyle Subcommittee for Rules and Officials.
- Establish the content for the FIS TD Training Seminars for the upcoming season:
- Syllabus;
- Case Studies;
- Tests;
- Educational Materials.
- Set the FIS TD clinic schedule for the upcoming season.
(B) Annually during the Fall FIS Meetings.
The purpose of this meeting is to:
- Train the Commissioners on the content and delivery of the FIS TD educational materials for FIS TD Clinics.
- Make recommendations for TD assignments for the upcoming year to FIS Freestyle Coordinator.
The cost for Commissioners’ attendance at these meetings will be the responsibility of the Commissioners’ National Federation.
[edit] Commissioner Responsibilities
Freestyle FIS TD Commissioners will be responsible for:
- Coordinating Freestyle TD education seminars in their region.
- Communicating with National Federations about TD educational opportunities and programs.
- Facilitating during the TD education seminars.
- Selecting presenters for the TD education seminars.
- Participating in the physical development of materials for the TD education seminars.
[edit] Reporting
The Freestyle FIS TD Commissioner Program will report directly to the FIS Freestyle Subcommittee for Rules and Officials.
